Monetary Delegation: Credibility through Dynamic Incentives
نویسندگان
چکیده
We analyze delegation of monetary policy to an independent but accountable Central Banker (CB) in a setting with a dynamic Phillips curve. The paper describes a mechanism that resolves the government's time inconsistency problem. Our proposal closely resembles real-world institutional arrangements and delivers credible implementation of the social optimum by giving dynamic incentives to the CB. We show that delegation generates an inflation plan identical to the precom-mitment path when the cost of adjusting CB remuneration is negligible. When steady-state adjustment costs are nil, the government achieves perfect commitment in the steady-state. These results suggest that delegation is more robust as a commitment instrument than previously emphasized.

Optimal monetary policy cooperation through state-independent contracts with targets
Simple state-independent monetary institutions are shown to secure optimal cooperative policies in a stochastic, linear-quadratic two-country world with international policy spill-overs and national credibility problems. Institutions characterize delegation to independent central bankers facing quadratic performance related contracts punishing or rewarding deviations from primary and intermedia...
متن کاملDelegation and incentives
This article analyzes the relation between authority and incentives. It extends the standard principal-agent model by a project selection stage in which the principal can either delegate the choice of project to the agent or keep the authority. The agent’s subsequent choice of effort depends both on monetary incentives and the selected project. We find that the consideration of effort incentive...
متن کاملDelegation and nonmonetary incentives
In many contracting settings, actions costly to one party but with no direct benefits to the other (money-burning) may be part of the explicit or implicit contract. A leading example is bureaucratic procedures in an employer-employee relationship. We study a model of delegation with an informed agent, where the principal may impose money-burning on the agent as a function of the agent’s choice ...

The implementation of explicit quantitative in°ation targets elucidates the assessment of credibility of future monetary policy. Here the explicit in°ation target is time-varying and stochastic with asymmetric information. It is shown that central bank independence promotes lower in°ation but not at the cost of increased output variability. Marked political instability and instrument dependence...
متن کاملDelegation and commitment in durable goods monopolies
This paper studies a simultaneous-move infinite-horizon delegation game in which the principal of a durable goods monopoly entrusts pricing decisions to a manager who enjoys consuming her monetary rewards but dislikes production effort. The delegation contract allows for continual interference with managerial incentives: in each period the principal rewards the manager according to her performa...
